RUNNING PARACHUTES

I have a little sister in high school running the 100 meters and 200 meters. She's trying to get her time down and I was thinking the best training will be to use a running parachute to build up her speed and strength. Are there any other training tools or regimens that might helpful as well. Open to any suggestions. Thanks.

Hmmm, that would be one way to do it I remember we were given weights strapped to our ankles that would make it harder for us to run! :P
